Most expat missionaries need not be concerned about meeting Obamacare regulations, as they will typically fall under the exemption of being a bonafide resident outside of the USA.  Even when back in the U.S. temporarily- on furlough or for training, as bonafide non-U.S. residents they should still meet the requirements for the exemption.
